Arizona House Bill 2488, enacted into law on Aug. 21, 1998, established a comprehensive loan and financial assistance program for eligible highway projects in Arizona. The new program, designated as Highway Expansion and Extension Loan Program or HELP, provides the state and communities in Arizona a new financing mechanism to stretch limited transportation dollars and bridge the gap between the needs and available revenues.
